The Mount Rainier Library and partners, Joe’s Movement Emporium seeks an experienced muralist to design and implement a dynamic mural on the interior of the library walls. Rather than one large static mural, several areas are identified as ideal surfaces to create an interesting visual arrival point to compliment the many bookshelves and the length of the narrow, one-room space. The design will require approval, feedback, and input from a review committee of artists and local leaders.

Joe’s Movement Emporium is coordinating the project with Prince George’s County Memorial Library System and input from partners. Joe’s has conducted several creative placemaking projects including the exterior painting of the library and several surrounding murals on nearby buildings.

About the Mount Rainier Library

The Mount Rainier Library is one of the few pocket neighborhood libraries left in the region. It has occupied a city-owned storefront space since 1952 in the town center. Mount Rainier is part of the Prince George’s County Gateway Arts District, home to hundreds of artists and studios. The Mount Rainier Library was closed last year to remediate asbestos and other renovations, and these have been completed. The library leadership would like to have a dynamic, unique mural that reflects the unique creative community. Many young children visit the space, inspiring a dedicated young readers corner to be a feature of the newly renovated space. The community of Mount Rainier believes that their investment in public art reinforces the value of the creative process and that projects such as this make it accessible to all.

• A statement of interest, availability, and response to the qualifying evaluation criteria

• Artist Bio or resume outlining the respondent’s relevant experience

• Up to 10 digital images of work samples

• Three professional references

Qualifications Review Committee

The review committee will include individuals from the partnership, City of Mount Rainier, Prince George’s County Memorial Library System, Friends of Mount Rainier Library and Joe’s Movement Emporium, as well as the Mount Rainier Arts Commission.

Review and Selection

The qualifications review committee will check responses in accordance with the criteria. Responses not meeting all criteria will not be considered for review. Qualified respondents will be notified and provided with a Request for Proposal (RFP) if one is issued. Please review the proponents to the evaluation criteria below for the requested qualifications.

Acceptance of Responses: The purpose of this Request for qualification is to gather a selection pool of qualified mural artists. The RFQ is not a binding agreement to purchase goods or services. Responses to this RFQ are assessed in light of the qualification review criteria and, if chosen as the selected artist, will be provided with an RFP.

Services

• Services to provide are murals in the newly renovated Mount Rainier Library that speaks to an audience of families, especially very young children, and reflects the arts community in which it occupies.

• The murals may include several wall surfaces of the small storefront library, the back wall, the dividing wall, and the sides of the front of the building. Additional motifs or an extension of the design might appear on the ceiling or in other areas. Surfaces are drywall, ceiling tiles or plaster walls that have recently been repaired and painted.

• The estimated coverage of painted surfaces is 325 square feet.

• The selected artist will be provided a $400 artist fee to 1) create a design that is approved by members of the partnership, 2) provide a proposed timeline and details of installation. The mural should be completed by February 29, 2020.

• The selected artist will be responsible for materials and labor to execute the final mural design.

• The fee for this creation is $4,000.

Decision Timeline:

• December 23, 2019 artists will be notified of selection

• January 17, 2020 design proposal due

• January 24, 2020 design approval by the review committee

• February 1, 2020 project implementation

• February 29, 2020 project completion

Evaluation Criteria: Respondents will be assessed by the review committee upon the following criteria: A. High quality mural painting as demonstrated in submitted work samples B. Experience with the type of project specified in the RFQ C. Demonstrated knowledge of both interior and exterior mural design and painting D. Ability to create a unique and engaging artwork appropriate in concept, materials and scale E. Proven capacity to deliver the project requirements on time and on budget F. Submitted work samples G. Availability to complete the work by February 29, 2020

Conflict of Interest

A conflict of interest exists wherever an individual could benefit directly or indirectly from access to information or from a decision over which they may have influence and also includes a perceived conflict where someone might reasonably perceive there to be such benefit and influence. A conflict of interest occurs when a staff member or consultant attempts to promote a private or personal interest that results in an interference with the objective exercise of their job responsibilities or gains any advantage by virtue of his/her position with one of the partner organizations. Conflicts of interest may be real, potential or perceived. The respondent should disclose conflicts of interest, in writing, to the review committee who will consider the nature of the respondent’s responsibilities and the degree of potential or apparent conflict in deciding the course of action that the respondent needs to take to remedy the conflict of interest.
